    Now that the Huay Kon immigration checkpoint and customs station has been removed, what will be done next?

    The removal and the reconstruction of the Huay Kon immigration checkpoint and customs station are not under the direct responsibility of the Hongsa Power Plant project, but of the transportation operator. Currently, as far as we know, the transportation operator is coordinating with relevant authorities for reconstruction.

  • There is a concern that repeated trips of heavy transportation would negatively affect the way of life of the locals. How will HPC prevent or alleviate such effects?

    - As part of heavy transportation management, the highway police as well as local traffic police officers will be on hand to monitor and facilitate traffic flow, to avoid incidents and congestion. In the community, the transportation will talk place only during the night, where there is very light traffic. In addition, the driving speed is limited to a maximum of 35 kilometers per hour. - The transportation testing initially indicated that no damage to establishments along the routes had occurred. However, when the actual transportation takes place, if buildings and properties are found to be damaged as a result, HPC, the project’s contractor, and the transportation operator will consider the complaints and be responsible for appropriate compensation.

    The Company has placed great emphasis on preventing any damages from the project’s heavy transportation. We, therefore, selected ‘Siam Yew Choon Company Limited’ – an experienced specialist in heavy transportation – to be the project’s contractor. Vehicles used are specifically designed to transport heavy loads, but not exceeding the maximum allowable weight specified by the Department of Highways. However, if a road surface or a bridge is damaged due to the project’s heavy transportation, HPC and the project’s contractor will repair and restore the road surface or the bridge as necessary to allow the safe flow of traffic.

    - Heavier traffic is partially a result of the cross-border trade expansion between Thailand and Lao PDR, and partially by heavy transportation for the construction of the Hongsa Power Plant project. - Realizing such problem, the Nan Governor appointed the Traffic Management Committee to oversee and manage traffic flow from Wiang Sa district to Chalerm Prakiet district. - As for HPC’s attempts on this issue, we have coordinated with the project’s transportation contractors, admonishing them to strictly adhere to traffic rules and regulations, as well as speed limits. In addition, we also work closely with relevant authorities in developing plans for appropriate transportation routes and time.

  • Will ground and building vibration, caused by heavy transportation, pose negative impacts on establishments in Nan province – such as houses, roads, bridges, and significant attractions like ‘Thong Noi Palace’? Does HPC have specific measures to mitigate such impacts?

    Equipped with special technology that effectively transmits weight to the road according to the limits of the law, and with low speed driving; vehicles used for heavy transportation could not cause ground and building vibration that damages establishments along the road. In addition, the transportation of materials will take place at night where there is very light traffic, with a facilitating team and an emergency relief team on stand-by at all potential risk areas for traffic congestion.

    The transportation of heavy equipment and building materials into the project area is conducted by experienced contractors in specialized transportation. HPC also monitors and supervises their operations closely, to ensure the least possible impact on motorists and commuters. In addition, the Company provides road surface repairs and maintenance, for the sake of road safety and a smooth traffic environment.
